Levy funding policy 2023/2024

Published 23 August 2023

1. GCA levy funding policy 2023/24

This document explains how the Groceries Code Adjudicator (GCA) has determined the levy on designated retailers for the financial year 2023/24. This fulfils the requirement of section 19(8) of the Groceries Code Adjudicator Act 2013.

On 8 June 2023, the Secretary of State for Business and Trade approved the 2023/24 levy amount, methodology and approach if additional retailers are designated during the financial year.

2. Levy amount for 2023/24

The levy amount for 2023/24 is set at £2 million. This comprises £1 million for GCA operational costs and £1 million intended for use in the event of a GCA investigation, arbitration or for extraordinary operational costs.

3. Levy methodology

The 2023/24 levy will be split evenly between the designated retailers with no variable element.

4. Designation of additional retailers

Any additional retailer designated under the Groceries (Supply Chain Practices) Market Investigation Order 2009 during the financial year 2023/24 will be charged a flat-rate levy payment of 1/14 of the total levy, pro-rated to reflect the portion of the GCA financial year remaining from the date of designation.

Levy funds received because of any additional designations will increase the size of the total levy above £2 million. These additional levy funds are necessary to allow the GCA to increase the level of resource required to effectively regulate additional retailers.

Unused levy funding is returned to Retailers after the end of each financial year in the proportions in which it was contributed.
