Summary of Business Appointments - Catherine Lee

Catherine Lee left her role as Director General at the Ministry of Justice in July 2017.

1. Trustee, Maudsley Charity

Catherine Lee sought the Committee’s advice on taking up an appointment as Trustee at Maudsley Charity.

The Committee noted this is an unpaid role with a charity; that her former Department (Ministry of Justice) confirmed it has no relationship with Maudsley; and that Miss Lee had no official dealings with it whilst in office. However, the Committee recognised Maudsley may have some contact with Government in the future, in order to promote the awareness of mental health in the justice system. The Committee therefore drew attention to the conditions imposed, which make clear it would be improper to make use of any of her contacts gained in office, to the advantage of Maudsley.

The Prime Minister accepted the Committee’s advice that, in accordance with the Government’s Business Appointment Rules, these appointments be subject to the following conditions:

  • she should not draw on (disclose or use for the benefit of herself or the organisation to which this advice refers) any privileged information available to her from her time in Crown service; and
  • for two years from her last day in Crown service, she should not become personally involved in lobbying the UK Government on behalf of Maudsley Charity or its partners or subsidiaries, nor should she make use, directly or indirectly, of her contacts in Government and/or Crown service to influence policy or secure funding on behalf of Maudsley Charity or its partners or subsidiaries.

The letter containing the Committee’s advice was sent in February 2018 and the appointment was taken up shortly after.
