Editorial
Welcome all to this October edition of the LA Welfare Direct, which I hope finds you well as the nights begin to draw in and the weather has taken on a definite autumnal feel! As I say goodbye to the sun for a while up here in Scotland, I’m saying, “Hello, old friend” to my blanket.
This edition brings a variety of important updates, from a new rule in the Housing Benefit Matching Service, the upcoming programme of Housing Benefit (HB) Performance Measurement work, and the deadline for Discretionary Housing Payments mid-year claims form at the end of October. I’d like to particularly draw your attention to the note on the Universal Credit Council Tax Reduction data feed and the decommissioning of Version 1 files. It is important that, if you haven’t already, your LA gets in touch to make sure we know your latest position.
Looking further ahead, the LA Funding Team are making plans for the next round of HB subsidy workshops in the new year, following the success of those held this year. Housing Benefit Matching Service: New rule UCHB105
1. The Housing Benefit Matching Service (HBMS) is a mechanism used to cross reference all Department for Work and Pensions’ (DWP) benefits systems by data matching details against local authorities (LAs) IT systems to support LAs identify fraud and error.
2. The Local Authority Partnership, Engagement and Delivery (LA-PED) division, working with digital colleagues, has developed a new HBMS rule UCHB105 that will match cases where Housing Benefit (HB) is in payment and the Universal Credit (UC) award has reduced to nil.
3. The rule will go live during October 2025.

Update: UC Local Council Tax Reduction decommissioning of the V1 files
5. Work has commenced on decommissioning the UC Local Council Tax Reduction data feed Version 1 (V1) file. We stopped sending files to 176 LAs that told us that they had been using the Version 2 (V2) files for a sufficient time period to assure us they had no intention of reverting to the old V1 files.
6. All LAs have had access to download V2 files since the end of March 2025. However, we adopted a cautious approach, leaving V1 files in place if there was any doubt that the September 2025 cut-off date could be achieved.
7. We now intend to withdraw the V1 file from the majority of the remaining LAs by the end of October 2025, working towards a complete decommission of the V1 files by the end of December 2025.
8. Thank you to the remaining LAs as they continue to respond to our enquiries. If your LA hasn’t responded yet, you should contact us as a matter of urgency by emailing lawelfare.datasharingtransformation@dwp.gov.uk, detailing the latest position with your adoption of V2 files.
Next Performance Measurement HB work programme for November 2025 to October 2026
9. DWPs Performance Measurement Team is responsible for measuring and reporting on the accuracy of DWP benefit payments, including benefits administered by LAs.
10. We do this by randomly sampling a set of cases from the live load of the benefit. For HB, this is done on a monthly basis with most LAs only coming up in one monthly sample, although some larger LAs appear in more than one.
Performance Measurement samples for the next work programme
11. Performance Measurement samples are manageable versions of a larger group from the HB live-load population. To ensure that the sampling provides information on different sub-groups, the sampling design is changed to drop elements from the current sample and replace them with a fresh sample. This approach ensures that we refresh information on the overall population gradually over time.
12. Performance Measurement will start the next work programme in November 2025.
13. Do note:
-
the sample will be targeted to select Pension age standard cases only
-
LAs will receive this sample six to eight weeks ahead of the review for profile meetings
-
we have reduced the sample size for this work programme and will aim to complete 1,900 reviews over 12 months
-
a number of LAs have been consolidated into a single Primary Sampling Unit (PSU), this is to ensure the total sample is statistically valid at national level. Cases for review in these PSUs may be selected from one, multiple, or all the LAs in the PSU
-
the data from these reviews will be included in the May 2027 national statistics

Update: Memorandum of Understanding compliance audit
17. All LAs who have been selected for their Memorandum of Understanding (MOU) compliance audit in 2025 have now been notified.
18. If your LA has not yet received an MOU compliance audit notification letter from DWP, then your MOU compliance audit will now take place between the start of January 2026 until the end of December 2027.
19. We will shortly start notifying those LAs who have been selected to complete their MOU compliance audit in early 2026.

Discretionary Housing Payments mid-year claims form for the financial year ending March 2026 (England and Wales only)
21. The Discretionary Housing Payments (DHP) mid-year estimate form was issued directly to LA single inbox addresses on 17 September 2025.
22. The DHP mid-year claims form will ask for:
-
the actual DHP expenditure paid by LA between 1 April 2025 and 30 September 2025
-
your LA’s estimated DHP expenditure for the financial year ending March 2026 between 1 April 2025 and 31 March 2026
-
additional monitoring information to help monitor demand and trends
23. LAs must return the completed DHP mid-year claims form to dhp.returns@dwp.gov.uk by no later than 31 October 2025.
24. The monitoring information continues to improve DWP’s understanding of how DHPs are being used to support people affected by Welfare Reforms.

Disabled Facilities Grant/Disability Adaption Grant: Discovery findings and clarifying existing support for financial assessments
26. Following suggestions received through the annual LA Customer survey on data sharing and data security, we carried out a review to see whether the disability data we already supply for Blue Badge administration, could also be used for the purpose of supporting the Disability Facilities Grant (DFG)/Disability Adaption Grant (DAG) administration process.
27. The findings of that review were recently communicated to all LA Chief Executive Officers and we are now sharing the outcome of that review more widely.
28. To determine whether the additional disability data (Personal Independent Payment (PIP) and Disability Living Allowance data) used for Blue Badge could be used to support the decision making process for the needs assessment that occupational therapists carry out, we explored the two main assessments which determines who qualifies for the grant:

Financial assessment
29. As part of Adult Social Care Financial Assessment (ASCFA) administration, some LAs already use DWP supplied data to support applications, which is in line with the MOU between DWP and LAs.
30. Specifically, the MOU allows LAs to access Searchlight to verify benefits information and access financial information for the purposes of ASCFA administration.
31. In addition, we know that LAs are using Searchlight and Verify Earnings and Pensions to verify benefits and income information as part of their DFG/DAG application processes. These LAs are noticing significant administrative efficiencies in doing so, as well as speeding up the end-to-end application process.
Needs assessment
32. As part of our exploration into the needs assessment, we investigated the LA suggestion that if LAs had access to the specific disability data used for Blue Badge when, using the mobility tab, it would provide more granular detail and enable authorities to process the needs assessment more efficiently.
33. After conducting user research through consultation with a sample of LAs, it became clear it would not be appropriate at all, for the following reasons:
-
it was confirmed the occupational therapist in each LA carries out their own assessment, which is a practical assessment to determine whether a customer qualifies for DFG/DAG and ‘every customer has a right to an assessment’
-
furthermore, with it being an independent assessment made by a qualified occupational therapist, no historic data from DWP would have a bearing on this as they need to be able to assess practical challenges in real time, which is aligned with qualifying criteria
-
there were also concerns raised around how Blue Badge/PIP data may be out of date at the point of assessment and, therefore, not provide an accurate reflection as to the current circumstance a customer may be in when an assessment is taken place
34. After additional investigations into whether DWP data could prove to be useful in the event an application has been rejected or appealed following a needs assessment, LAs again reaffirmed that for a customer to qualify for DFG/DAG they need to be practically assessed regardless and if appealed, they would be reassessed by a different occupational therapist.
35. Therefore, we are able to conclude that no DWP supplied disability data would be of any value for the needs assessment.
DWP data already available for DFG/DAG purposes
36. However, throughout our review and engagement with LAs, it became apparent that not all LAs are aware they can access DWP derived data on income and benefit information for the financial assessment (see paragraphs 32 to 35).
37. This data will help minimise costs and the end-to-end claim process times for our vulnerable customers. Therefore, if your LA is not already maximising the use of this data, your internal Employee Authentication Service administrators, (known internally as Organisational Administrators and Service Access Managers) will know more in terms of how to gain access to the data. More information on the practical use of DWP derived data for this purpose is stipulated within the MOU.
38. We encourage you to use the annual LA Customer survey to provide feedback and suggestions on what we can do to improve our service to LAs.

Further LA HB subsidy workshops in early 2026
40. During January to March 2025, LA-PED division’s LA Funding Team held a number of HB subsidy workshops with those LA staff who are responsible for completing HB subsidy claim forms. The feedback from attendees was extremely positive.
41. To help improve authorities’ customer journey, the LA Funding Team is proposing to hold a further series of HB subsidy workshops through Microsoft Teams, which will be scheduled throughout the first quarter of 2026.
42. As in previous years, we intend to hold separate workshops for LA staff who are new to the role and for those more experienced in completing subsidy claims.
Workshops for LA staff new to subsidy
43. The workshops will provide a standard overview of HB subsidy methodology. The main areas of focus, in respect of claim preparation and subsequent claim settlement, will include the following:

applicable timelines LAs need to adhere to each financial year
-
how estimates determine monthly subsidy payments
-
growth factors, exceptions and settlement of claims
-
a question and answer session
Workshops for LA staff experienced in subsidy
44. The HB Assurance Team have applied several key changes to the financial year ending March 2025 HB Assurance Process. Therefore, the focus of this year’s workshop will be directed towards:
-
a recap on implemented changes
-
treatment of prior year errors
-
scenario examples based on key change issues
-
temporary accommodation and supported accommodation
-
missing evidence, cause and treatment
45. If possible, within the time constraints, the HB Assurance Team will review some of the main areas of concern that have been raised throughout the assurance period and issues highlighted in last year’s workshop evaluation returns.
46. Once the content of the workshop has been finalised, LA staff members expressing an interest in attending the experienced subsidy workshop will receive confirmation of the content (including what issues will be covered).

49. Additionally, it would be helpful if interested attendees for either workshop could indicate any subsidy issues or areas of learning they would like to discuss on the expression of interest response.
Practitioners’ Operational Group and Local Authority Welfare Steering Group
50. The last LA Welfare Steering Group meeting took place on 18 September 2025. Agenda items included bringing together the administration of HB and Pension Credit, Legacy HB Discovery, LA funding, Move to UC, supported housing, the Crisis and Resilience Fund and Cost of Living.
51. Both groups’ meetings are held bi-monthly (and alternately), so the next Practitioners’ Operational Group meeting is scheduled to take place on 16 October 2025.

HB Decisions by the Upper Tribunal
53. Decision Making and Appeals (DMA) Leeds have been made aware of the following HB cases that have been decided by the Upper Tribunal (UT) since the last LA Welfare Direct bulletin.
UA-2024-000177-USTA and UA2024-000528-HB - Claimants went abroad for periods longer than the permitted maximum and thereby ceased to be entitled. On the date the decision maker reconsidered their awards the claimants were still abroad but the date on which they would probably return was known. Could a closed-period supersession be done for the period down to when the claimants would subsequently return? The decision found a closed period supersession decision cannot be made preserving an existing HB benefit award on the ground of relevant change of circumstances, where, at the date of the supersession decision, the claimant does not meet a condition of entitlement (here, of being in Great Britain). Nor, in these circumstances, can a closed period supersession be made preserving the award on the ground it is anticipated a relevant change of circumstances will occur.
