Kyrgyzstan: names

This section gives HM Passport Office operational staff information about names in Kyrgyzstan.

Naming conventions exist in Kyrgyzstan. The naming conventions are:

  • Russian naming conventions, which will always have a patronymic name which show the father’s forename followed by a gender specific suffix, for example, ‘ovich’ for male or ‘ovna’ for female

  • Kyrgyz naming conventions, which can be male or female. A male name will be ‘uly’ and female name ‘kyzy’ (for example, Hamid uly for a boy and Hamid kyzy for a girl)

Names in Kyrgyzstan consist of:

  • forename

  • patronymic name (if the name of the person follows Russian naming conventions

  • surname

Change of name

Name changes are allowed in Kyrgyzstan. These can only be done at a Registry Office in Kyrgyzstan.

After marriage, the husband or wife can take the other spouse’s surname.

Kyrgyzstan: nationality

Dual nationality is allowed in Kyrgyzstan.

Kyrgyzstan: parental responsibility

Parental responsibility

Both parents hold parental responsibility if they are married. If parents’ divorce, a court decides who holds parental responsibility.

Kyrgyzstan: adoption

Adoption is not allowed in Kyrgyzstan.

Both religious and civil marriages are allowed in Kyrgyzstan. Only civil marriages are legally recognised.

Kyrgyzstan: documents

This section gives HM Passport Office operational staff information about documents from Kyrgyzstan.

All documents from Kyrgyzstan are issued at local registry offices. There is no central registry.

Birth certificates

Birth certificates are issued to everyone.

Hospital notification records exist, and the hospital and Registry Offices keep a copy. Only the mother is named on the hospital notification, and she has to submit it to a Registry Office to get a birth certificate.

There is only one type of birth certificate issued in Kyrgyzstan.

If a mistake is found on a certificate a new certificate will be issued.

Late registrations are allowed.

Marriage certificates

Only a civil marriage is recorded at the marriage registry office in the district where the marriage took place.

The couple will be issued with a marriage certificate once it is recorded. There is one type of certificate issued and it is written in Russian and Kyrgyz.

Death certificates

Death certificates are issued to the family of a person who has died. There is no time limit on when a death has to be registered.

There is one type of death certificate.

Identity documents

Identity cards are issued to permanent residents of Kyrgyzstan.
