A baseline evaluation report for the International Science Partnerships Fund (ISPF). The ISPF is an international science, research, technology and innovation (SRTI) initiative, funded and managed by the UK Department for Science, Innovation and Technology (DSIT).
The report focuses on the baseline evaluation and incorporates 3 main elements:
- An updated portfolio analysis. This is based on a desk-based analysis of the latest available programme data collected by DSIT, as well as additional input from partner organisations (POs).
- An assessment of the baseline position for indicators listed in the evaluation framework (where these are non-zero). This is based on desk-based analysis and bibliometrics, as well as consultations exercises with POs (via written request) and ISPF programme participants / award holders (via online survey).
- A pilot of the Value for Money rubric for 5 sub-dimensions (that are most relevant at this stage of the Fund) and a subset of 10 programmes. This is based on desk-research, online interviews with programme leads, and analysis of programme data collected by DSIT, as well as evaluator assessment and scoring of the evidence obtained.
The evaluation framework for ISPF was published in May 2025.
