BY CONSENT, IT IS ORDERED THAT:

• The Respondent shall be Severely Reprimanded.
• The Respondent shall pay a global financial penalty in the sum of £13,000.
• The Respondent shall pay a contribution to costs in the agreed sum of £10,000.
• The Respondent shall pay the total sum of the fine and costs of £23,000 over the period of 12 months, with the first monthly payment to be £1924 within 14 days of approval of this order and thereafter by monthly instalments of £1916 until the balance is paid. In the event that the Respondent fails to pay or fully pay any instalment, the outstanding balance shall be immediately due and owing.
• An early monitoring visit to Mr Sattar from QAD shall take place no later than 12 months from the date of this order.
• Publication of this matter shall be in accordance with Investigation and Disciplinary Regulation 47.
