Infected Blood National Memorial Timeline (HTML)

What can you expect? 

Please note that these timings are indicative, based on projected timings for the work and the progress made by other memorial Committees. 

The timeline sets out expected progress for a national memorial, but similar stages are likely to be applicable to other Infected Blood memorial builds.

November 2025: First Commemorative Event 

On the 19 November, the first commemorative event took place at Church House. The day was an opportunity to gather early views from the community on memorialisation.

December 2025: First Meeting of the Memorial Committee 

With appointments to the Memorial Committee finalised, the first formal meeting is held agreeing aims, ways of working and the Committee’s Terms of Reference.

January 2026: Second Meeting of the Memorial Committee

Ideas gathering begins focusing first on where a memorial or memorials should be located and later moving on to what type of memorials these should be.

March 2026: First Business Case Finalised 

A summary business case, required for any spend in FY 2026/27, is developed. The content will draw from early discussions of the Committee and the Committee’s forward look of work.

May 2026: Second Commemorative Event

A Service of Remembrance takes place at St Paul’s Cathedral on 19 May.

December 2026: The Committee’s First Report is published 

The report makes recommendations reached by the Committee (informed by the Community) to the Minister for the Cabinet Office on location and principles behind the  memorial. The community will be invited to ask questions and share their views on the draft recommendations ahead of publication. 

This is likely to coincide with the third and final Commemorative Event(s). The Chair had expressed a preference for there to be a series of events in Scotland, Wales, Northern Ireland and England (outside London).

March 2027: Chosen Site Announced 

Following the recommendations made on location in the December 2026 report and the feedback from the community. Memorial location is finalised an announced.

May 2027: Design Team Brief drafted and Design Team Selection begins 

The first report and any feedback shared by the community will form the foundation of the design team selection process and the design brief.

July 2027: Design Team Shortlisted 

Design teams shortlisted via written submissions, community engagement sessions, design workshops and site visits. The chosen design team will subject to approval from the Minister for the Cabinet Office.

September 2027: Design team chosen 

Preparatory works to begin at memorial site, while the memorial design is being developed. Selected design team works with the community and committee to co-design the memorial.

Winter 2028: Committee second report is published 

The report makes recommendations to the Minister for the Cabinet Office on the final memorial design, reached by the Committee in collaboration with the design team.

Spring 2028: 

Earliest date memorial build begins.
