Infected Blood Memorial Committee - Commemorative Events Spend

The Infected Blood Inquiry recommended (recommendation 2c, May 2024 Report) that there should be at least three events, approximately six months apart, drawing together those infected and affected, the nature and timing of which should be determined by a working party, facilitated by some central funding.
The Infected Blood Memorial Committee’s terms of reference sets out the responsibility to develop and lead the delivery of proposals for the commemorative events specified in the Inquiry’s May 2024 report and to ensure that these events are delivered in a timely manner, with a view to the first event taking place by December 2025.
19 November 2025 Church House Event - Cost £59,012.00
The first Infected Blood Memorial Commemorative Event took place at Church House on 19 November 2025. The event looked to gather early views from the community on memorialisation. 128 people attended this event in person, and a live stream was made available to engage online. More detail is here.
Costs incurred included venue hire, third party support, hospitality. Included within this overall cost was also attendee expenses. Of the 128 attendees, 109 claimed expenses, coming to a total cost of £12,485.42.
19 May 2026 Infected Blood: A Service of Recognition, Remembrance and Reflection - Cost: £110,513.88
The second Infected Blood Memorial Commemorative Event was a national service at St Paul’s Cathedral for the infected blood community. 1,004 people attended this event in person, with a livestream link made available for those who couldn’t be there on the day. More detail here.
St Paul’s Cathedral and some performers waived or reduced their fee in recognition of the significance of the event. Costs incurred included vendor and security costs, the cost of live streaming and recording the event for future generations. Costs also included £27,646.77 for the travel and accommodation expenses of 154 attendees in the community who would otherwise have been unable to attend the service.
Total spent to date on infected blood commemorative events: £169,525.88
There will be a third commemorative event, the time and date of which to be determined by the Infected Blood Memorial Committee.
The cost of delivering these memorial events or work is entirely separate to the money allocated for the compensation to victims of the infected blood scandal.
