Details
National Highways has identified a technical anomaly that has impacted how its Highways Agency Digital Enforcement and Compliance System (HADECS) cameras interact with variable speed limit signs on a limited number of A-roads and motorways. This has resulted in a number of people incorrectly facing enforcement action for speeding.
The Secretary of State for Transport has commissioned Tracy Westall OBE to lead an independent review to examine:
- how the technical anomaly occurred
- how it was handled
The review will also make recommendations for any changes that could be made to:
- reduce the risk of similar issues arising in the future
- improve how such issues are managed
These terms of reference set out the purpose and scope of this review.
