Serious and organised crime ruins the lives of victims and destroys communities. Its scale and devastating impact make it one of the most pressing national security threats we face.

Since the 2018 Serious and Organised Crime Strategy, government and law enforcement partners have continued to crack down on organised criminal groups. But we can always do more to ensure our response is as effective as possible.

That is why, as part of the 2019 Spending Round, the government commissioned Sir Craig Mackey to lead an independent review of serious and organised crime to assess the powers, capabilities, governance and funding needed and make recommendations for what more can be done to bolster the response to this national security threat.

This page contains the executive summary of the review. The government has outlined its priorities for tackling serious and organised crime in response to Sir Craig’s review in the Integrated Review 2021.

These are:

  • bolstering our response to the most pressing threats we face from organised criminals, including: investing an additional £83 million in fighting economic crime, illicit finance and fraud; tackling child sexual abuse through a new cross-government strategy; doubling our investment in tackling county lines and drugs supply; and tackling the most pernicious forms of cybercrime
  • strengthening the NCA, continuing to develop critical data, intelligence and investigative capabilities
  • enhancing regional and local policing, including bolstering the Regional Organised Crime Units
  • strengthening international efforts to disrupt and dismantle criminal networks, and strengthening the UK Border as a critical intervention point
