Details
The Independent Restraint Advisory Panel (IRAP) was part of a programme of work to improve and monitor behaviour management and restraint in the youth custodial estate. Further information on this programme can be found on GOV.UK.
A new system of restraint, minimising and managing physical restraint (MMPR) is being rolled out in secure training centres and under-18 young offenders institutions. A report by IRAP of its observations on the implementation of MMPR can be found above. The government’s response to the recommendations made by IRAP in its report on MMPR are also set out in the response plan document above.
In addition, IRAP has provided an update on progress against the 37 recommendations made by the Restraint Advisory Board (RAB) which was an independent panel that assessed the MMPR system. IRAP’s comments on the 37 recommendations, together with a response from government, is set out in the RAB report above.
IRAP also reviewed the systems of restraint commissioned for use on children in secure children’s homes. The report can be found above.
