A survey of higher education institutions in England giving a sector-wide view of how institutions are improving student learning opportunities in an environment of higher education reform.

The evidence points to widespread changes reported by both managers and student representatives. This includes what could be considered a ‘culture shift’ among higher education institutions towards increasingly putting the students at the centre of what the institution does and how decisions are made.
