Baseline qualitative findings report

Details

The impact evaluation of EIF and GIF aims to learn lessons about the delivery of the two investment funds and to provide an assessment of the impact of the investments on skills investment and business activity. The evaluation has complementary strands of qualitative and quantitative research and takes place across multiple waves.

This report presents findings from the first year of qualitative case studies, undertaken between July 2014 and November 2014. The case studies comprised a total of 87 semi-structured interviews with employer beneficiaries, delivery partner staff and other parties involved with project delivery. These findings form the initial stage of the evaluation and further research will be undertaken to fully asses the impact of the EIF and GIF investment programme.

The report should be read alongside the baseline quantitative findings report and the review of investment projects: learning and performance report.
