Infected Blood Inquiry additional report on compensation

The Infected Blood Inquiry has today published an additional report about the compensation scheme. 

We are grateful to all of the witnesses who have taken the time to share their experience at the Inquiry and to the many people who are infected and affected that we’ve heard from in different settings. You have all made important contributions to the design and delivery of our claim service. While we have made steady progress on delivering the compensation scheme, we know it’s not fast enough and there’s always more we can do to support those who have waited decades for justice.

We appreciate the consideration and recommendations detailed in the Inquiry’s additional report and recognise that it raises important issues that affect the way we operate. We will consider the recommendations in detail, and we expect they will impact our approach to delivering the scheme. For example the order and speed at which we make compensation payments and potential changes to the regulations which direct our work. We aim to provide a more detailed response to these recommendations when the Government has issued its reply to the Inquiry. We expect this to happen before the end of July.

What’s happened so far

Our interim Chair Sir Robert Francis and I gave evidence to the Infected Blood Inquiry on 8 May. We listened carefully to the evidence given by witnesses, and we met and spoke with those from the infected and affected community who attended the hearings. We continue to listen and meet with people from the community so we can take their views into account while developing our service. 

Since the Inquiry hearings, we’ve continued improving our service, and we are pleased to see some of these improvements referenced in the report’s recommendations. For example, we have:

  • launched a compensation calculator for people who are affected (following a calculator for living and deceased infected people going live earlier in the year);
  • updated our website, with more information still to be added as we continue to build a claim service for everyone eligible;
  • held more roundtables with community groups to understand what support they will need in the claim service;
  • prepared to recruit a community panel to advise the IBCA Board, with applications for panel members opening this summer;
  • considered how we can continue to increase our transparency, with IBCA Board meetings to be made public.

We will also continue to meet with people and organisations to hear about how we can develop our service. So far, we’ve held more than 150 sessions with people from the infected blood community, and we know there’s always more we can do to gather people’s views. We also plan to hold drop-in sessions across the UK this autumn, and we’ll share more details soon on where and when these will happen. 

What happens next

We will review the recommendations set out by the Inquiry, including the response from the Government, and aim to share an update by the end of the month about what this means for our service.  

In the meantime, we will continue to start more claims. So far, 2,043 people have been asked to start their claim and we hope to make a compensation offer to everyone who is infected and registered with a support scheme before the end of this year, if not sooner. We will also continue to work closely with the community to shape the compensation claim service.

Our latest compensation figures

We’ve published our latest compensation figures on our website - these are accurate as of 3 July 2025. 

  • A total of 2,043 people have been asked to start their claim. Of this number, 1,674 have started the claim process.
  • So far, 616 people have received a compensation offer. The total value of offers made is £488,346,336.18.
  • A total of 460 people have had their compensation paid.

We publish all our figures every two weeks on our website, and the next figures will be available on Thursday 17 July.

Sharing our figures fortnightly means we can check everything is correct before we publish to give you a consistent and accurate picture.
