This guidance on making traffic regulation orders is for local authorities along the Phase One route. It concerns schedule 25 of the High Speed Rail (London to West Midlands) Act 2017.

The act requires authorities along the route to consult the Secretary of State for Transport before making an order which could ‘significantly interfere’ with use of the road for HS2 construction purposes. This guidance explains how highways authorities should fulfill their duties. It also outlines how the Secretary of State proposes to exercise powers to direct authorities in relation to traffic regulation orders, if necessary and reasonable for the construction of HS2.
