Final decision document detailing the conclusions following the HS1 stations review (control period 3): draft decision consultation and a second targeted consultation on the same subject.

The final decision covers:

  • approval of HS1 Ltd’s spending plans for HS1 stations in control period 3 (2020 to 2025 - via approval of the Life Cycle Reports)
    • this is subject to the inclusion of an efficiency target (overlay) and retention of the approach to calculating the charges levied on train operators to pre-pay for future asset replacement and renewals at HS1 stations (annuity approach) that has been used in previous control periods
  • actions to progress with HS1 Ltd in relation to asset stewardship and other technical changes to be implemented ahead of the next control period
