Statutory guidance

If your system is not working

Updated 2 February 2017

1. Failure in port

If your electronic logbook software system (ELSS) fails or stops working, you must contact your ELSS supplier helpdesk and report the fault to the Marine Management Organisation’s (MMO) Fisheries Monitoring Centre (FMC) in Newcastle immediately – +44 (0) 191 376 2500. Your UK vessel must not leave a port, following a technical failure or with a broken ELSS, before it is functioning to the satisfaction of MMO’s FMC or otherwise authorised to leave the port by MMO FMC.

If the failure occurs in Norwegian waters or the coastal waters of a member state then the appropriate FMC will be informed of the failure by MMO’s FMC when MMO has given authorisation to sail with a broken system has been provided.

2. Failure at sea

When a failure occurs, you must submit logbook, landing and transhipment data manually to the UK Fisheries Call Centre each day and by no later than 23.59 UTC:
