Housing Benefit Award Accuracy Initiative for the financial year ending March 2027

Introduction

1. The Department for Work and Pensions (DWP) will continue to work with local authorities (LAs) to tackle Fraud and Error through the Housing Benefit Award Accuracy (HBAA) Initiative from 1 April 2026 onwards and has secured funding of around £10.3 million for the financial year ending (FYE) March 2027.

2. This circular sets out all the details of the HBAA Initiative for the FYE March 2027. The funding is designed to support LAs undertaking the prescribed activities to proactively identify unreported change of circumstances and make sure the right amount of benefit is paid to the right person at the right time.

3. A launch letter for the FYE March 2027 (year 7) was sent to all LAs on 27 February 2026, providing details of DWP’s plans to continue focusing on improving award accuracy for Housing Benefit (HB) with effect from 1 April 2026.

4. An all LA HBAA Initiatives conference call was held on 5 March 2026 and the recording of this call can be found on Glasscubes (posted on 6 March 2026).

5. DWP will assume that LAs will participate unless they have provided exceptional reasons not to. Examples of exceptional reasons could include loss of building or a cyber-attack.

HBAA Initiative funding for the FYE March 2027

6. LAs participating in the Initiative for the FYE March 2027 will receive funding to enable them to undertake the following activities:

  • standard HB Pension age (excluding Savings Credit only cases) full case reviews (FCRs)
  • the correct recording of case interventions and case outcomes using LA IT systems only to inform SHBE (Single Housing Benefit Extract)

7. The frequently asked questions on the Initiative have been shared with LAs previously and the latest version is available on Glasscubes in the HBAA Initiative folder.

8. Funding for the FYE March 2027 was secured in the 2025 Spending Review to support LAs to tackle HB Fraud and Error. DWP has assured HM Treasury that the HBAA Initiative funding will be used either to employ additional staff or to backfill existing staff.

9. LAs are permitted some flexibility to spend the funding on relevant activities carried out in connection with administering the HBAA Initiative. This could include the purchase of software that will make the HBAA Initiative review process more effective. Any use of robotics solutions must be in line with DWP policy.

10. LAs who choose to use part of the funding to purchase software should notify DWP at lawelfare.lafrauderrordebt@dwp.gov.uk as soon as possible with details of what has been purchased and the amount and or percentage of funding used. This information is required to form a complete picture of LA performance and potentially to help identify and share process efficiencies.

11. LAs should note that if the option is taken to use funding for non-staffing solutions, full performance will still need to be maintained.

Volumes and maximum funding amount payable to each participating LA

12. The volumes and maximum funding amount payable to each LA is provided at Annex B. These amounts will be confirmed in an HB Subsidy circular and a single payment paid into LA bank accounts by week commencing 27 April 2026.

FCR allocation methodology

13. Each LA has been allocated funding based on the number of their standard HB Pension age caseload (excluding Savings Credit only cases) as of November 2025.

14. LAs will receive funding for the FYE March 2027 in a single payment to LA bank accounts by week commencing 27 April 2026.

15. LAs should aim to complete activities month by month leading to 100% completion of their funded activities by 31 March 2027. The total unit cost for the FYE March 2027 is £30.13. Please note that the unit cost is average. We recognise that some cases are more complex than others and these will naturally require additional time to complete compared with more straightforward reviews.

16. The breakdown of this unit cost is as follows:

  • £27.45 which increases the previous unit cost of £26.44 by 3.8% (Consumer Price Index) for inflation, and -for the FYE ending March 2027 only, an additional £2.68 will be paid for each completed FCR to cover the cost of issuing notifications and ensuring each LA’s public facing material is up to date. This payment supports the extra work involved in sending notifications, even when no changes are reported and the customer’s entitlement remains the same.

Issuing notifications

17. Issuing notifications in every case helps reduce avoidable contact by ensuring customers are informed of the outcome and do not need to make further enquiries. LAs should ensure that all notifications clearly remind customers of their duty to report any changes, including:

  • changes to capital
  • travel abroad
  • changes in household composition

18. There is no requirement for technical changes. LAs should make full use of existing IT functions to ensure customers understand and engage with the requirements of their claim.

Public facing materials

19. In addition, LAs should keep websites, leaflets and other public‑facing materials up to date so that customers receive clear, consistent and accurate information.

Changes to the HB caseload

HB Matching Service and self-employed reviews

20. Funding for the completion of HB matching service (HBMS) referrals and self-employed reviews (SERs) now forms part of the HB Administration Subsidy. This was in recognition that HBMS/SER volumes reduced significantly as a result of Universal Credit migration of the Working Age caseload. LAs should continue to complete all the HBMS and SER referrals received in the FYE March 2027.

Performance management approach

21. The Local Authority Partnership, Engagement and Delivery division’s Performance Development Team (PDT) receives regular performance information on the Initiative’s activities. PDT monitors this information and engages directly with LAs to optimise performance, in line with funding expectations. PDT will also consider the quality of outcomes achieved and will work with LAs to better understand underlying factors that may be influencing variations in these outcomes.

22. As in previous years, PDT will share performance information with individual LAs which will include both volumes of activities and the outcomes declared (in other words, changes in benefit entitlement).

23. It is for individual LAs to profile completion of their activities. However, for performance management purposes, the assumption will be that LAs will complete 100% of their funded activities over the duration of the Initiative for the FYE March 2027.

24. PDT’s Performance Relationship Managers continue to undertake their routine regular calls with HB service managers within each LA. LAs should use this opportunity to discuss the HBAA Initiative and to provide details of their delivery plans.

25. Many LAs will also be aware that PDT offer free professional consultancy support. If any LA wishes to work with them on this, or any aspect of HB service delivery, they will assign someone to provide this support. LAs can contact PDT at lawelfare.pdt@dwp.gov.uk.

Recovery of funds

26. DWP may seek the recovery of some or all of the funding where, after working with an LA over a period, performance improvement has not been realised or sufficient evidence of exceptional reasons has not been provided. Examples of exceptional reasons have been given in paragraph 5 of this circular.

HBAA Indicator scores

27. DWP provides LAs with HBAA Indicator management information (MI) on a regular basis.

28. The HBAA Indicator scores remain a reliable measure of LAs’ activities to identify reductions in HB.

29. An anonymised list of all LAsHBAA Indicator data is posted onto Glasscubes, alongside graphics depicting the trends by region and Office for National Statistics grouping.

FCR activity

Definition of FCR activity

30. An FCR requires the LA to look at and consider all the current claim details and evidence associated with the claim, together with any other recent information or evidence they can source for the weekly HB award to be reviewed.

31. We are not prescribing how LAs undertake these reviews. The key elements are that LAs should:

  • review and validate whether the current information associated with the claim remains correct
  • seek evidence from the customer and or their representative, either face to face, over the phone, digitally or by post
  • use all available data including digital (where appropriate), with the aim of identifying any changes in circumstances and recalculating a customer’s HB award accordingly

32. From 1 April 2026, LAs will need to undertake FCRs on their share of the standard HB Pension age cases (excluding Savings Credit only cases) on the HBAA data file. LAs are expected to carry out an FCR for each case during the FYE March 2027. Note: The data file will continue to include a ‘risk score’ for every claim on the LAs ‘live’ HB caseload, in other words, including both ‘standard’ and ‘passported’ cases and supported accommodation and temporary accommodation cases.

Data description

33. Since March 2020, all LAs have received their caseload data as part of their monthly HBMS files delivered through Transfer Your File. The files delivered include every ‘live’ HB claim, informed by each LA’s latest SHBE return.

34. LAs are asked to undertake an FCR on at least the volume of cases funded. However, for LAs that elect to use the DWP Caseload Risk data file, there is no requirement to follow the DWP risk score order. LAs should use appropriate local knowledge and experience to select the order of cases which provide the best value for money, in other words, identify the most/highest value changes. Where the LA has already undertaken an FCR within the previous 12 months, the LA will need to determine the value of undertaking a further review on a case-by-case basis.

Data delivery

35. LAs will recognise the Caseload Risk Data through the following file name AOBWR627_LAID_RISK.csv.

36. LAs will be expected to identify applicable cases from the file each month and upload into their IT systems to commence FCR intervention activity. LA IT software supplier guidance is available on Glasscubes to support LAs in the uploading of cases in a format acceptable to their IT system.

37. The first download of data (HBMS File) in scope of the FYE March 2027 activities was issued to LAs between the week commencing 9, 16, 23 or will be issued week commencing 30 March 2026 (weeks one to four of the HBMS data sharing cycle).

38. The final download of data (HBMS File) in scope of the FYE March 2027 activities will be issued to LAs between week commencing 8, 15, 22 February 2027 and week commencing 1 March 2027 (weeks one to four of the HBMS data sharing cycle).

Supported accommodation (Specified exempt) and temporary accommodation HBAA Initiative guidance

39. The HBAA risk model will continue to predict that supported accommodation and temporary accommodation cases are of a higher risk than the average standard HB case and are, therefore, more likely to have a change in a 12-month period.

40. LAs should not need to default to these cases for FCR purposes for the HBAA Initiative for the FYE March 2027. LAs should satisfy themselves that they manage these cases effectively under business as usual.

LA flexibilities’ in selecting cases and deletion of non-high-risk cases

41. The risk file continues to be issued primarily for the purpose of uploading cases for review into LA systems and will be updated monthly to ensure accuracy.

42. LAs continue to have flexibility in selecting the order of cases for review. However, ultimately, LAs are being funded to carry out an FCR on all standard HB Pension age cases (excluding Savings Credit only cases). See paragraph 30 for the FCR activity definition.

43. LAs who participated in ‘year 6’ of the HBAA Initiative may have recently reviewed cases within the past 12 months so may wish to first select alternative cases.

44. Where funding permits, and it is practicable to do so, LAs may choose to review a case more than once within a twelve-month period, once FCRs have been completed against the standard HB Pension age cases (excluding Savings Credit only cases).

Filtering toolkit

45. Some LA IT software suppliers may already have provided functionality that assists LAs to filter cases where recent FCRs have been undertaken.

46. However, for LAs who need additional functionality in filtering their cases, a bespoke Excel spreadsheet with user instructions has been provided by an LA and uploaded to Glasscubes for the benefit of all LAs. This can be found within each of the IT software supplier areas and in the HBAA folder in the LA Data Share (All LAs) area. The documents are:

  • Primary spreadsheet for HBAA reviews (Excel document)
  • HBAA high risk spreadsheet
  • filtering procedure (user instructions Word document)

LA actions for April 2026

47. Accurate MI recording on LA IT systems is a vitally important part of the Initiative for FCR cases.

48. To support performance monitoring it is important that LAs fully and accurately record information in line with guidance on their IT systems to enable the accurate capture of MI through SHBE for FCRs.

Note: Process guidance in support of recording HBAA FCR activity can be found within each separate LA IT software supplier’s area on Glasscubes.

Setting an intervention

49. Set an intervention on your systems for all FCRs. This will ensure the recording of an ‘R Record’ (Fraud Intervention Record) within SHBE and the accurate collation of MI for the HBAA case volumes undertaken by LAs.

50. FCR interventions should be identified by selecting ‘High Risk Score Case Referral from HBMS’ from the drop-down menu. Note: It’s important that LAs follow this process even where they may identify cases for FCR activity from sources other than the HBMS Risk Report.

Recording the outcome

51. LAs should use the change source code to record outcomes:

  • LAs should be using code 21 high risk score case referral from HBMS from the drop-down menu

52. More detail on the process for setting and recording outcomes within LA IT systems for all HBAA FCR interventions is included within HBAA Initiative process guides, held within IT software supplier areas on Glasscubes. Note: Guidance to support recording of HBMS/SER referrals on front-end IT systems is held within IT software supplier areas on Glasscubes within the HBMS Rules Guide.

53. For those LAs who participated in ‘year 6’ of the HBAA Initiative, the last date for input of an FCR intervention start date on their LA IT systems to count towards year 6 performance was the day prior to you taking a copy of your SHBE to be submitted to DWP during:

  • SHBE Week 1 LAs – Week commencing 2 March 2026
  • SHBE Week 2 LAs – Week commencing 9 March 2026
  • SHBE Week 3 LAs – Week commencing 16 March 2026
  • SHBE Week 4 LAs – Week commencing 23 March 2026

Example

A week one LA took a copy of their SHBE on Friday 27 February 2026 to be submitted to DWP on Tuesday 3 March 2026. Therefore, the last date for an intervention start date to be input and recorded on their LA IT system would have been on Thursday 26 February 2026.

54. LAs should continue to follow-up and record outcomes for all interventions set up on their IT systems, (see paragraph 48), to ensure all data is captured and reported for year 6. It should be noted that DWP refreshes its data for two to three months after March 2026 SHBE returns to ensure all intervention outcome information is captured.

55. LAs can monitor their own performance for year 7 by using:

  • SHBE returns which provide intervention starts and associated outcomes for FCRs; noting that only interventions commenced after the day on which you took a copy of your March 2026 SHBE will count for year 7 performance

Accurate recording of MI

56. Paragraph 6 explained that a key activity of the HBAA Initiative is the correct recording of cases and the return of MI to DWP through SHBE.

57. LAs should continue to assure themselves that all activity is correctly recorded by all agents, so that the MI derived from SHBE by DWP provides an accurate account of their HBAA performance. This is important because inaccurate MI can understate performance and may result in the recovery of funds (see paragraph 26).

58. To assist with this activity LAs should ensure all staff actioning cases are familiar with the HBAA Initiative process guidance and this Adjudication and Operational circular. The actual SHBE fields DWP will be monitoring are:

59. It is imperative that LAs are compliant with their IT software supplier guidance in recording information both fully and accurately on the front-end IT systems for activity relating to:

  • Fraud and Error detection
  • change
  • error

60. These data fields will feed the SHBE fields against which DWP will extract MI as detailed above.

61. It is essential that LAs put processes in place to ensure compliance in the accurate recording of FCR information on front-end IT systems which, in turn, is captured through SHBE to inform DWP MI reports. Failure to comply will impact both LAs and DWP’s ability to effectively monitor performance and result in potentially unproductive engagement with your LA by PDT.

62. LAs should engage with their LA IT software supplier where they have any queries about their LA IT software supplier guidance to ensure they are recording all required MI correctly.

63. Specifically, LAs should ensure that:

  • FCR ‘Reason for Fraud and Error Detection Activity’ is captured as ‘Code 1 – High risk score case referral from HBMS’ (Field 173)

64. LAs must not use ‘Code 1 = High risk score case referral from HBMS’ to identify the setting up of any other fraud detection activity not directly attributed with the Caseload Risk Data. This is to avoid the corruption of data extracted by DWP from SHBE to monitor LA performance.

65.Similarly, when recording the source of an FCR’s change in circumstances (Field 254) LAs should identify by Code 21 Full Case Review.

66. The SHBE timetable of returns for FYE March 2027 is provided at Annex A.
