Asbestos services in buildings and structures framework 2019 to 2023: Scope of services

Provide specific advice, project management, guidance and technical services related to asbestos in relation to buildings and structures in development, construction, housing, regeneration new build, refurbishment projects and infrastructure projects including, but not necessarily limited to:

  1. Asbestos Management Surveys

  2. Material & Priority Assessment scoring of Management Surveys in consultation with Homes England and our Safety, Health and Environment Policy and Asbestos Policy.

  3. Refurbishment and Demolition Surveys

  4. Re-inspection Surveys based on the existing Management Survey.

  5. Sample Analysis.

  6. Air Monitoring and Clearance Testing.

  7. Production of Asbestos Management Plans in line with Homes England’s Asbestos Policy requirement.

  8. Project Management of removal and treatment projects including advising Homes England on the selection of asbestos removal contractors.

  9. Provision of cost advice relating to the removal of asbestos and monitoring of cost as works progress.

  10. Preparation of tender documents to enable procurement of contractors, assessment of tenders received, advise the client on appointment of contractors.

  11. Management and supervision of asbestos removal contractors during planning of works and on site.

  12. General advice regarding asbestos e.g. Maintenance, management, removal strategies and methodologies.

  13. Liaison with statutory stakeholders and other interested parties.

  14. Adhere to all policies of Homes England and any issued ways of working and protocols specifically:

    • compliance with Homes England Asbestos Policy and Procedures

    • compliance with Homes England Safety, Health and Environment Policy

  15. Respond to any consultations/queries issued.

  16. Apply environmentally sustainable practices

  17. Review client briefing documents to ensure compliance with objectives

  18. Meet the following criteria and ensure any sub-consultants appointed meet with the following criteria:

    • For surveying premises only - UKAS accreditation to ISO/IEC 17020.

    • For the analysis of bulk samples - UKAS accreditation to ISO/IEC 17025. The asbestos consultant must participate in the Asbestos in Materials Scheme (AIMS) managed by the Health & Safety Laboratory (HSL) and maintain a standard of ‘satisfactory’.

    • For air sampling and subsequent analysis of air samples - UKAS accreditation to IEC/ISO 17025. The asbestos consultant must participate in the Regular Inter-laboratory Counting Exchanges Scheme (RICE) and be classified as a Category A or Category B Laboratory.

    • For the supervision of asbestos removal works - hold a supervisory licence granted by the Health and Safety Executive (HSE) under the Control of Asbestos Regulations 2012.

    • Analysts and surveyors must be experienced and qualified to BEBOH P.Cert 13 or BIOH Specialist Module S301, or hold the appropriate proficiency module (P401 - 405) for the element of work they are required to undertake; and

    • Comply with HS(G)248 Asbestos - The Analyst’s Guide for Sampling, Analysis and Clearance Procedures.

General services

Management of consortium/ team

  1. Manage sub-consultants where required to deliver coverage across all areas of the Framework and across all services, and ensure that any sub-consultants are named on tender documents.
  2. Act as lead consultant, manage sub-consultants and other consultants appointed directly by the client where instructed
  3. Directly employ and manage relevant third-party companies and contractors as required to undertake the discharge of any of this service.
  4. Provide a single point of contact to report to the client
  5. Liaise as necessary with client, consultant(s), legal and project teams and advise as necessary.

Stakeholder management

6: Liaise, negotiate and work collaboratively with statutory and other stakeholders.

Research studies

7: Advise, prepare, organise and submit desk top studies and reports. 8: Preparation presentation material for exhibitions the press and presentation both on hard copy and electronically 9: Research, advise and present impacts of emerging legislation and best practice guidance including sustainability issues. 10: Assist the client with the preparation of good practice guidance and research and help the client in the promotion of this material. 11: Providing lessons learned and market intelligence

Health and safety

12: Adhere to all Health, Safety and Environmental and other relevant statutory requirements and/or regulations and advise the client of any obligations, restrictions or areas where enforcement action may arise thereof.

Promotional material services

13: Provide mapping, graphic design or drawing preparation services for publication to hard or electronic copy. 14: Undertake actual layout design or provide appropriate input to the preparation of reports and publications. 15: Provide publication design services or arrange for and manage the printing, duplication, binding and distribution of publications as appropriate.

Policy and strategy advice and reports

16: Monitor and reporting on existing and emerging government policy, innovation, research and practice in relation to all aspects of housing, regeneration and development 17: Monitor and advise the client on Government legislation relating to the specific areas of services delivered 18: Advise, support and represent the client at public enquiries. 19: Provide input for inclusion of development policy and information for statutory Planning Documents.

Contract advice

20: Provide advice on contractual or other legal matters and where relevant complete legal documentation in consultation with the client’s legal advisers.

Procurement

21: Maintain a full working knowledge of public competition, tendering and financial rules in order to advise clients appropriately. 22: Prepare tender documents, manage tender process including site visits by bidders, assess and shortlist bidders and recommend proposed winning bidder. 23: Manage construction appointments, including programme and financial control.

Training

24: Development of and provision of training for Homes England Staff and stakeholders.

Staffing

25: Provision of secondees to work as members of Homes England staff.
