The annual pay increase to Home Office staff (grades AA – Grade 6) without contractual pay progression for 2012 pay round (1 July 2012 – 30 June 2013) was restricted to 1%. However, the delivery of contractual pay progression entitlements increased the overall average percentage annual pay increase to 1.8 %. In addition to this, some one-off non consolidated contractual payments were made.

All Home Office staff for 2013 pay round (1 July 2013 – 30 June 2014) received a 0.5% pay increase. However including contractual pay progression payments for some staff for the last time and reform of pay for the lowest paid staff as part of the strategy to remove contractual pay progression, the overall average percentage annual pay increase was 3.5 %. In addition to this, one-off non-consolidated payments were made to staff at junior and middle management levels for the removal of contractual pay progression. Poor performers did not receive a pay increase in both years.

Both years pay increases were in accordance with the Government fiscal policy in force at the time. Please note the above does not include HM Passport Office staff.

In regards to Senior Civil Servants (SCS), the Department follows Cabinet Office guidance on SCS rewards across the civil service to determine pay rises for the SCS; the number of SCS staff eligible to receive a bonus and bonus amounts.

For the 2012/13 performance year, the Home Office followed Cabinet Office guidance which stated consolidated pay increases for the SCS were limited to an average award of 1%.
