In September 2013, LLW Repository Ltd applied to the Environment Agency for a variation to its Environmental Permit. This Permit came into effect in November 2015, and removed a number of restrictions, including the long-standing prohibition on the acceptance of complexants in waste.

The revised Permit requires that LLW Repository Ltd manage waste, including complexants in waste, in accordance with the Environmental Safety Case (ESC), which it does via the Waste Acceptance Criteria (WAC).

To do this, LLW Repository Ltd requires customers to provide information regarding complexants in waste, using Waste Characterisation Forms (WCH), and per consignment using Waste Consignment Information Forms (WCI). It is recognised that information on complexants is often fragmentary or difficult to obtain. This guidance note aims to assist customers in providing a level of information on complexants in waste that is appropriate to the type of complexant being disposed.
