The document, prepared by Boston Consulting Group for the Growth Gateway programme, maps an expanded pipeline of opportunities for UK participation in Cambodia’s infrastructure, with a clear method and engagement plan. It assesses national masterplans and stakeholder priorities, then defines UK roles where technical complexity and global standards are critical.
It surfaces 15 high‑priority project opportunities across airports, ports, railways, logistics, housing and industrial zones, each with indicative values, owners and areas for UK value‑add. The opportunities are estimated to support around 84,000 jobs and up to £10 billion in economic activity. It also summarises strong green elements across the pipeline, including low‑carbon design, port decarbonisation and on‑site renewables.
Three higher‑priority projects are highlighted for near‑term UK involvement: Phnom Penh Logistics Complex, Phnom Penh–Poi Pet Rail Upgrading and Steung Hav Port. For each, the document outlines potential UK roles such as master planning, sustainability planning, feasibility studies, safety works and transaction advisory.
The UK role is positioned across the project lifecycle, focusing on areas of high technical complexity, international compliance and advanced systems implementation. The report details how roles vary by asset, including airport terminal design and systems, rail systems and safety, port optimisation and green logistics.
