Details

This is the government’s formal response to the recommendations made by the House of Lords Home-Based Working Committee in their report Is working from home working?. The report was published 13 November 2025.

The government welcomes the committee’s report and shares its view that home-based working can play an important role in supporting productivity, wellbeing and labour market participation.

We are delivering on our commitment in the Plan to Make Work Pay, by introducing changes through the Employment Rights Act 2025 to make it more likely that flexible working requests are accepted.
