The purpose of this government standard is to set expectations for the effective management and use of public funds. This standard provides direction and guidance for:
- permanent secretaries, accounting officers, directors general, and chief executive officers of arm’s length bodies
- anyone with responsibility for finance, or financial management, whether or not they sit in a finance role
- finance operations, decision support or reporting and control teams
- assurance and audit bodies, for testing best practice
