The document, which is fewer than 50 pages long, is understood to recommend building at least 2 communities, modelled on those created by the original garden city movement at Letchworth and Welwyn in Hertfordshire

Disclosure

The information you requested is not held by the Department for Communities and Local Government. The article in the Daily Telegraph of 10 January referred to a secret report which recommended building at least 2 garden cities in England to combat the housing shortage. The Department for Communities and Local Government (DCLG) does not hold such a report.
