The Funding Simplification Doctrine came into effect on 1 January 2024.

This document sets out further information for how government departments should consider the principles of the Doctrine when designing new funding for local authorities.

  1. The guidance has been updated to reflect the government's wider funding simplification agenda. The changes strengthen expectations that departments ought to use existing funding programmes and allocative approaches where appropriate, clarify the scope and application of the Doctrine, and provide additional guidance to help reduce administrative burdens on local authorities.
