This document has been prepared by the Secretariat to the Independent Commission on Freedom of Information at the request of the Commission Chair. It provides background information on the development and passage of the Freedom of Information Bill.
In particular, it covers the development of provisions relating to what are now sections 35, 36 and 53 of the Act, and on the powers of the Information Commissioner to determine appeals on sections 35 and 36.
