Details

This framework for a memorandum of understanding (MoU) is required under Clause 23 of the Railways Bill and outlines how the UK Government and the Scottish Government intend to work together in applying the Railways Bill in Scotland. It is not yet a full MoU and is subject to further work as the detail of establishing Great British Railways is developed.

The framework covers how Great British Railways (GBR) may deliver infrastructure services, and potentially passenger services, on behalf of Scottish Ministers in Scotland.

It includes detail of how GBR will be accountable to Scottish Ministers, and how UK and Scottish Ministers will work together in delivering an improved railway for Great Britain.
