Thank you for your email of 28 May 2025 asking for information under the Freedom of Information Act (FOIA) 2000. You asked: 

I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below. 

NEC Contract Management System: 

NEC Contract Management System - Contracts Finder

The details we require are: 

1) The total value of the contract (including whether this is over the full term or annually). 

2) A breakdown of costs covered under the contract, including (where available) key service areas or deliverables. 

3) The start and end dates of the contract, including any extensions or options for renewal. 

4) A copy of the contract agreement (with any commercially sensitive information redacted as necessary). 

5) A copy of the scope of services or specification issued as part of the contract. 

6) Details of the procurement process used to award the contract (e.g. open tender, framework agreement, etc.). 

7) Copies of the standstill letter if application from the previous procurement. 

8) Estimated date for next procurement event for the replacement contract for these services. 

I am writing to confirm that we have now completed the search for the information which you requested.   

I can confirm that FCDO Services does hold information relevant to your request, as set out below. 

1) This information is exempt under section 21 of the FOIA, as we are not required to provide information in response to a request if it is already reasonably accessible to you.  Details of the total value of the contract can be found here: NEC Contract Management System - Contracts Finder.

2) As part of the Invitation to Tender (ITT), suppliers were invited to provide costings for: 

  • Implementation costs; 

  • Live service costs; 

  • License costs; 

  • Maintenance costs; 

  • Any other costs. 

3) The start/end dates of the contract are exempt under section 21 of the FOIA, as we are not required to provide information in response to a request if it is already reasonably accessible to you. The contract does include an extension clause, i.e. the contract can be extended for two periods of up to 12 months.

5) The service deliverables include but are not limited to:  

  • provide an online system to improve compliance with NEC contractual obligations; 

  • provide software to automate and streamline contract management workflows; 

  • provide a platform for storing, organising and managing all contracts throughout their lifecycle; 

  • key functionalities to include contract creation, approval workflows, automated reminders for key milestones, compliance tracking and reporting capabilities. 

6) As detailed in the published notice, the procurement procedure type was a call-off from a framework agreement. Additionally, this was a G-Cloud 13 (RM1557.13) agreement – Lot 2: Cloud Software. 

7) Not applicable – no previous procurement process exists for this contract. 

8) As per the published notice, the Call-Off Contract ends on 17 November 2026. However, the contract includes an extension clause which can be extended by the buyer for an additional two periods of up to 12 months. 

Once an FOI request is answered, it is considered to be in the public domain.  To promote transparency, FCDO Services may now publish the response and any material released on GOV.UK in the FOI releases section.  All personal information in the letter will be removed before publishing.
