The fiscal devolution roadmap is a critical part of the government’s mission to rewire the state: shifting power, funding and accountability closer to people and places.

This document sets out the government’s approach to reforming the funding system for strategic authorities and local authorities. This includes implementing income tax assignment for mayoral strategic authorities (MSAs) from 2028 and giving MSAs a share of business rates from 2027, with an intention to increase business rates retention overall for both local authorities and MSAs.

These measures sit alongside wider fiscal levers including the Overnight Visitor Levy and Good Growth Funds.

This document also outlines how the government will set up this system in a sustainable and transparent way, implementing new local accountability arrangements and working with MSAs to ensure fiscal sustainability over time.
