The Cabinet Minister for Finance (Welsh Government), the Rt Hon Elin Jones MS, chaired a meeting of the Finance: Interministerial Standing Committee (F:ISC) on 17 September 2026 in Cardiff.
The meeting was attended by the Rt Hon Emma Reynolds MP, Chief Secretary to the Treasury (UK Government), Jenny Gilruth MSP, Deputy First Minister of Scotland and Cabinet Secretary for Finance and Local Government (Scottish Government), and John O’Dowd MLA, Minister for Finance (Northern Ireland Executive).
Ministers welcomed the opportunity to meet, marking the first meeting of F:ISC since the 2026 Scottish and Welsh elections and subsequent ministerial changes across the UK. Ministers discussed the current economic and fiscal context, including the impact of the Iran conflict and actions being undertaken to provide breathing space for households struggling with the cost of living.
In advance of the UK Autumn Budget 2026 on 28 October, ministers discussed their respective priorities for public spending, economic growth and investment.
Ministers also discussed preparations for the 2027 UK Government Spending Review and emphasised the importance of continued engagement and collaboration between governments throughout the process.
Ministers identified priorities for the period ahead, including areas of shared interest and opportunities for future collaboration that inform the development of the F:ISC’s forward work programme.
The next meeting of F:ISC will take place in winter 2026-27 and will be chaired by the UK Government.
