This is the Federation of Small Businesses application for designation of the status of super-complainant, along with supporting and ancillary documents. Any documents containing personal information or requested to be kept confidential are not published here but will be used in our assessment of designation.

Notes on the application

Following discussion with HMT, the Federation of Small Businesses provided an explanation of the role of the Executive Board (below) as well as an ‘Instrument of Management’.

The Executive Board under an ‘instrument of management’ have effective day-to-day operation of the executive functions of the organisation. They are able to bind the organisation within the limitations set out in the instrument of management. Their authority is however delegated from the National Council who are the governing body of the organisation. In practice the Executive Board, operating under the remit of the instrument of management, are able to make day-to-day decisions as a body and then report back to National Council every two months.

As such, the FSB have provided CVs of the Executive Management Board for our consideration.
