The government’s Border Target Operating model set out the new safety and security declaration model for imports from the EU into Great Britain. These changes were due to come into effect on 31 October 2024.
Prior to this, HM Revenue and Customs (HMRC) commissioned external research agency, Ipsos, to deliver 40 qualitative depth interviews with intermediaries and carriers based in Great Britain to explore their understanding and preparedness for the introduction of the new safety and security declaration requirements. Fieldwork took place from February to March 2024. This report comprises findings from this research.
The requirements were ultimately delayed to 31 January 2025 following extensive stakeholder engagement. Findings fed into this decision to extend the waiver and the plans for further engagement to prepare businesses for implementation.
