The Department for Culture, Media and Sport (DCMS) commissioned an independent provider (IFF Research) to conduct an evaluation of the UK Youth Parliament (UKYP) programme from 2023 to 2025. 

The process report explores how the programme was delivered, to what extent it achieved its objectives, the experience of participants, barriers and enablers to participation, and young people and decision makers’ perceptions of UKYP.  

The evaluation relates to delivery by the British Youth Council (up to their closure in March 2024), and the National Youth Agency (appointed as the new national provider in May 2024), and 2 cohorts of participants (around 300 in each year). 

Primary research was conducted with Members of Youth Parliament (MYPs), non-participants, UKYP delivery partners and decision makers (such as councillors and MPs). Data collection methods included online surveys, qualitative focus groups, qualitative depth interviews and an online diary activity.
