HMRC worked with 5 growth hubs as a pilot, developing ‘test and learn’ activities that they can use directly and/or with the businesses they work with to encourage business growth.

Growth hubs are local partnerships that join up national and local business support in England to make it easier for businesses to find the help they need.

There were 2 phases of qualitative research:

  • interviews with the 5 growth hubs in the pilot to understand their use and impact
  • interviews with 25 other growth hubs to understand how HMRC could support business growth
