The Youth Justice Board (YJB) commissioned Cordis Bright to conduct an independent process evaluation of its Prevention and Diversion Assessment Tool (PDAT), along with the supporting training and guidance.

This evaluation looks at how several different youth justice services across England and Wales are using the PDAT. It focuses on the rollout process rather than whether the tool changed long-term results for the children.

The PDAT was developed in consultation with frontline practitioners, academics, and key partners as a standardised tool, supported by training and guidance, which is rooted in the Child First evidence base.

Both children and practitioners were heavily engaged in this research which aims to support continued improvement, strengthen national consistency, and help ensure all children experience the PDAT in a way that is meaningful and accessible.
