Evaluating strategies for young people at risk of becoming NEET: terms of reference

Sets out the scope of an Ofsted and DfE study on identifying practice that supports 16- to 18-year-olds to stay in education, training or employment, and prevent them from becoming NEET (not in education, employment or training).

This research study will look at: 

  • how stakeholders identify barriers that increase the likelihood of young people becoming disengaged

  • institutional and local factors (such as partnership working between key organisations and the number and range of opportunities) that can prevent young people from becoming disengaged, support them during transitions and help them to re-engage 

  • effective practice in schools and post-16 education and training providers that supports transition and helps young people to remain in their post-16 destinations, working with local partners to support re-engagement where possible 

  • how inspection evidence currently reflects work with young people at risk of becoming NEET
