PSNP 4 is part of the Ethiopian Government’s response to the increasingly unpredictable weather patterns in the Horn of Africa, which is likely to make traditional low-input crop and livestock based livelihoods increasingly vulnerable to long-term shifts in rainfall and temperature and an increased incidence of extreme events such as drought and floods.
