ESFA Update local authorities: 17 January 2024

Published 17 January 2024

Applies to England

1. Action: 2024 to 2025 High needs place change process

We have published the High needs place change outcomes for 2024 to 2025 that will inform ESFA-funded place numbers for the 2024 to 2025 academic year.

You should review the published outcomes as soon as possible to ensure the outcomes reflect those expected. If a provider is not listed, this means we were not notified of a change for that provider and the published 2023 to 2024 place numbers will be used as the basis of the 2024 to 2025 allocation.

Local authorities and providers can contact us to query their 2024 to 2025 place numbers between 17 January 2024 and 2 February 2024. We are unlikely to action any changes requested after this date.

More information about the enquiry window can be found in the high needs place change process guidance.

2. Information: early years funding allocations for under 2s entitlement for 2024 to 2025

The early years dedicated schools grant (DSG) indicative allocations for the new under 2s entitlement and early years pupil premium (EYPP) for this cohort, published on 19 December 2023, was based on funding for 22 weeks of the 2024 to 2025 financial year to reflect this entitlement starting from September 2024.

To ensure local authorities are fully supported in delivering the new entitlements, DfE has now confirmed that local authorities will receive funding for a total of 26 weeks for the under 2s entitlement and EYPP for under 2s for the period between September 2024 to March 2025. The 2024 to 2025 hourly funding rates DfE published on 29 November will remain the same.

An update will shortly be made to the early years entitlements: local authority funding operational guide 2024 to 2025 to reflect this.

The early years DSG allocations table will also be updated shortly.
