Annex 2: Accessing other programmes

Part 1 – Other DWP programmes

New Enterprise Allowance (NEA)

If the potential participant is already on NEA they are ineligible for DWP ESF provision. Where a participant is on your provision already the Jobcentre Plus work coach can apply discretion in referring them to the NEA mentoring organisation for an initial assessment.

Where the participant leaves JSA and remains self- employed you can claim a Job Outcome provided it is within the DWP ESF tracking period and meets the definition of a Job Outcome.

Intensive Personalised Employment Support (IPES)

If the potential participant is already on IPES they are ineligible for DWP ESF provision.

If a Participant joins IPES on a voluntary basis, when they are on DWP ESF 2014-2020 Provision, they should leave the DWP ESF 2014-2020 Provision and be recorded as an Early Completer.

Sector-based work academies (SBWA)

If the potential participant is already receiving support through sbwa, then they cannot join DWP ESF provision until they have completed it and were not offered a job following the guaranteed job interview.

Where a participant is on your provision already the Jobcentre Plus work coach will determine their proximity to the labour market at that point, before considering a referral to sbwa. sbwa placements last for up to 6 weeks, and are for individuals who are closer to the labour market.

Work Experience

If the potential participant is already on Work Experience they cannot join ESF until they have completed their placement.

Where a participant is on your provision already the Jobcentre Plus work coach can apply discretion in referring them to Work Experience.

In some cases work experience employers will offer participants jobs/apprenticeships at the end of the work experience period. If they have participated in your provision, the job is within the DWP ESF tracking period and meets the definition of a Job Outcome; you are able to claim a Job Outcome.

Work and Health Programme Core (WHP) and WHP JETS

If the potential participant is already on the Work and Health Programme Core and WHP Job Entry Targeted Support (JETS) they are ineligible to join DWP ESF provision. If an ESF participant wishes to join Work and Health Programme Core/WHP JETS, on a voluntary basis, they cannot do so until they have completed or early completed the 14/20 provision. If the ESF participant is mandated to WHP they will need to leave 14/20 provision.

Part 2: Other Non DWP Programmes

DWP provision Compatibility with DWP ESF provision?
Other ESF provision e.g. other CFOs (SFA/ BIG Lottery), ESF provision procured by LEPs through the ESF Managing Authority, Youth Employment Initiative (YEI); Provision provided by other organisations e.g. SFO, Local Authorities, third sector/voluntary organisation; Intermediate Labour Market provision (This list is not exhaustive) A customer who is already participating in other provision who wishes to start DWP ESF may do so as long as:
1. They are eligible for DWPs ESF 2014-2020 provision
2. Both providers are assured that participation in both adds value to their respective provisions and action plans are noted to evidence this.
3.Both providers can evidence that the provision adds value and does not duplicate. Where the participant moves into paid employment, job outcomes could be claimed by both the DWP ESF provider and other provisions if they have both supported the customer in their journey into employment the job outcome adheres to the relevant contractual and provider guidance definition as per normal business.
DWP cannot comment further for other organisations and providers so they will have to ensure themselves that dual participation is acceptable.
