This guidance is to understand the European Community (EC) Directive 2006/12/EC on waste, as it relates to permitting waste operations in England and Wales.
This guidance is intended to help those regulating and carrying out waste operations under the Regulations. It will also be of interest to others concerned with waste. The guidance sets out the views of the Secretary of State for Environment, Food and Rural Affairs (Defra) and the Welsh Assembly Government (WAG) on how the Waste Framework Directive should be applied and how particular terms should be interpreted. However, only the European Court of Justice or the national Courts can make a definitive interpretation of the legislation.
