This report is based on the first phase of the evaluation, which ran between September 2019 and March 2022 in four youth justice services in South West England.

The youth justice services that are part of the pilot that was evaluated are:
- Bristol
- North Somerset
- Bath and North-East Somerset
- South Gloucestershire
This is the first of a two phase evaluation. It looks at the implementation and delivery of enhanced case management (ECM) as well as the impact on practice and children’s and practitioner’s perceptions of outcomes.
