- local authorities
- all practitioners who work with care-experienced children and adults
- all leaders in services that support care-experienced children and adults
It sets out:
- the importance of enduring supportive relationships to the outcomes of care-experienced children and adults
- actions that the Department for Education (DfE) will take to prioritise enduring relationships
- a call to action to all leaders and practitioners working with care-experienced people
