This explanatory memorandum is about a European Commission proposal to supplement EU regulation 2018/858 by setting out the detailed procedure to be followed by the Commission including the method for calculating any fines it might levy on an economic operator.

It was submitted by Baroness Vere, Parliamentary Under-Secretary of State, Department for Transport.
