The Ministry of Defence (MOD) has a duty to protect its employees, those that may be affected by its activities and the environment. Effective safety and environmental protection is crucial to force protection and maximising operational capability. These MOD Regulations provide a framework for ensuring that acceptable levels of HS and EP are being achieved and sustained through the land system lifecycle, and they overarch all other documents relating to the management of land systems safety and environmental protection in the MOD.

The policy and regulations set out in the document are the minimum standards to be adopted across the land domains; they are mandatory and full compliance is required. They Should be read by personnel, people and organisations conducting HS and EP activity on behalf of the MOD.

Regular reviews of the regulation will be conducted and it will be updated as required in response to changes in legislation, MOD policy and/or information which identifies the requirement that regulation, standards or guidance requires review.

DSA 03 DLSR Defence Codes of Practice (DCoP) provide regulatory standards, advice and guidance in support of DLSR regulations (including good practice where appropriate) that will assist the user to comply with the regulations. DLSR DCoPs are designed to clarify legislative requirements, set defence standards and identify roles and responsibilities. Read DSA 03 here.

These Defence Land Safety Regulator documents are effective from the 19 June 2019.
