This is Freedom of Information request ia0050313.

Related to Driver Certificate of Professional Competence (CPC) training compliance deadline, can you answer the following questions please?

1. Request

How many LGV drivers with acquired rights are still to undertake training? How many PCV drivers with acquired rights are still to undertake training?

2. Response

DSA does not hold information about how many drivers are still to undertake Driver CPC. We had estimated that there were 750,000 drivers who would require training and there are 650,000 drivers who are engaged in Driver CPC training. Our database which captures this training does not record whether the driver holds an LGV or PCV entitlement so we are not able to provide individual figures for LGV and PCV drivers.

3. Request

Presuming that if they haven’t completed their training by the deadline, will they will have their licence revoked? Will there be any additional enforcement action against a)drivers and b)operators planned once the revocations have occurred?

4. Response

Enforcement of Driver CPC is carried out by VOSA and the Traffic Commissioner.

If VOSA comes across a driver who has not yet obtained his initial or periodic Driver CPC then they would undertake an investigation with the intention of prosecuting the driver. However, VOSA do not have power to revoke a driver licence nor does this particular offence carry any licence points. A court would therefore only issue a financial penalty if appropriate.

VOSA is required to report these incidents to the Traffic Commissioner who is a separate and independent public authority to VOSA. The Traffic Commissioner may then take additional actions against the driver or operator dependent on the circumstances of the case including suspending vocational licences.

If you require more information on the additional actions that the Traffic Commissioner can take against drivers and operators, they can be contacted at Traffic Commisioner.
