This research, commissioned by the Ministry of Housing, Communities and Local Government and delivered by the Evaluation Services Unit, examines how sanctuary schemes are delivered across England and the factors shaping their effectiveness.

It draws on a mixed-methods approach, including in-depth case studies in 8 local authorities and a national survey of local authorities.

It finds that sanctuary schemes are widely used but inconsistently defined and delivered, with variation across local authorities in how security measures and support are combined.

Where well coordinated, sanctuary schemes combining security and support can improve safety and stability. However, fragmented delivery, inconsistent access and structural constraints can limit effectiveness.

The report highlights the need for:

  • clear pathways
  • strong multi‑agency coordination
  • a shared definition of sanctuary schemes
  • improved monitoring and data
