This research, commissioned by the Ministry of Housing, Communities and Local Government and delivered by Verian with academic partners, explores outcomes for survivors receiving support provided in domestic abuse safe accommodation and assesses the feasibility of a shared outcomes framework.
Drawing on a rapid evidence review, stakeholder interviews, and a structured consensus process, it identifies priority outcomes and examine current measurement approaches. Findings show strong support for a shared framework focused on 5 core outcomes:
- access to safe and suitable housing beyond safe accommodation, including the ability to remain in or return safely to one’s own home
- mental or emotional well-being
- understanding of domestic abuse
- feelings or perceptions of safety
- physical safety
It also found that outcomes are currently measured inconsistently, limiting national insight.
The report highlights the need for a flexible, trauma‑informed approach focused on learning and service improvements, rather than performance management, supported by appropriate data systems, guidance and capacity to enable effective implementation.
