Student Loans Company: non-executive chair reappointment

Peter Lauener has been reappointed as non-executive chair of the Student Loans Company (SLC) board for a term of 3 years from 1 April 2023. Remuneration is £50,000 per annum for an estimated time commitment of 8 days per month.

Peter holds 2 additional public appointments. He has been:

  • the chair of the Construction Industry Training Board since May 2018
  • a non-executive director at Sheffield Children’s NHS Foundation Trust since September 2016

Peter has declared the following conflicts of interest. He is:

  • the chair of Orchard Hill College, an independent special needs college providing education for young people with special education needs aged 16 to 25 in south and west London
  • a trustee on the board of Educators International, a small independent charity supporting innovation in educational administration in developing countries

Peter was also previously interim Chief Executive of the SLC from November 2017 to September 2018.

He has not declared any political activity.

SLC is a non-departmental public body of the Department for Education. Appointments to the SLC board are made by the Secretary of State for Education.

Student Loans Company: board member appointment

Natasha Toothill has been appointed as a non-executive director to the Student Loans Company (SLC) board for a period of 3 years from 1 April 2023.

Remuneration will be £12,000 a year, rising to a maximum of £17,000 depending on participation in board sub-committees or other additional duties as agreed with the SLC chair. The appointment will involve an estimated time commitment of 2 days a month.

Natasha has not declared any conflicts of interest or political activity.

SLC is a non-departmental public body of the Department for Education.

Social Work England: interim chair

The Secretary of State for Education has appointed Andrew McCulloch by exception as interim chair of Social Work England (SWE). We made the exceptional appointment to cover the vacancy resulting from the recent resignation of the former chair. Preparations are underway to recruit a substantive chair.

Andrew will serve from 1 March 2023 for a period of up to one year, standing down as soon as a substantive chair is in place and no later than 29 February 2024.

Remuneration is £450 per day for a time commitment of up to 144 days.

Andrew has declared the following interest. He is the chair of the General Medical Council Services International (GMCSI) Ltd which in the past has done business with Social Work England, however there is no current financial relationship.

Construction Industry Training Board: board member

Holly Price has been reappointed as a board member of the Construction Industry Training Board (CITB) from 19 February 2023 for a period of 4 years. Her tenure will end on 18 February 2027.

The role is unremunerated and the time commitment is up to 2 days per month.

Holly Price has not declared any political activity or conflicts of interest.

The CITB is an executive non-departmental public body sponsored by the Department for Education.

Office for Students: board member

We have appointed Caleb Stevens to the board of the Office for Students (OfS) as the Student Experience Board Member.

Caleb will serve for 3 years from 1 February 2023.

Remuneration for this role is £9,180 per annum for an estimated time commitment of 20 days.

This appointment is made under Schedule 1, paragraph 2(1)(d) of the Higher Education and Research Act 2017, which permits the appointment of up to 12 ordinary or non-executive OfS board members.

The OfS is a non-departmental public body. It is the independent regulator of higher education in England. It regulates in the interests of students and prospective students from all backgrounds.

Office for Students: board member

The Secretary of State for Education has extended the appointment of Martha Longdon as the Student Experience Board Member at the Office for Students by one month to 31 January 2023.

Remuneration for this position is £9,180 per annum for an estimated time commitment of 20 days.

Construction Industry Training Board (CITB): board member

Diana Garnham has been reappointed as Board Member for the Construction Industry Training Board (CITB) from 1 January 2023 for a period of one year. Her tenure will end 31 December 2023.

The role is unremunerated and the time commitment is up to 2 days per month.

Ofsted: board members

There are 6 new appointments to the Board of the Office for Standards in Education, Children’s Services and Skills (Ofsted).

Felicity Gillespie, Joanne Moran and Jon Yates will serve from 1 August 2022 for a period of 4 years. David Meyer, Christopher Hanvey and Frank Young will serve from 1 August 2022 for a period of 3 years.

Remuneration is £8,282 per annum for a time commitment of 20 days.

Jon Yates has declared that he worked as Special Adviser within the Department for Education. Frank Young has declared that he stood for election for the Conservative Party.

Lynn Lawrence’s appointment as board member for the School Teacher’s Review Body (STRB) has been extended for 9 months from 2 September 2022.
