Institute for Apprenticeships and Technical Education: board members

Sir Peter Estlin and Neil Morrison have been appointed as members of the Board of the Institute for Apprenticeships and Technical Education from 1 April 2022 for a period of 5 years.

Remuneration is £15,000 per annum for an estimated time commitment of 24 days.

Sir Peter Estlin has declared no political activity. His term on His Majesty’s Treasury’s audit committee expires in October 2022. He is chair of the board of directors of the Association of Apprentices.

Neil Morrison has declared no interests or political activity.

The Institute for Apprenticeships and Technical Education is a Crown non-departmental public body working on behalf of employers to support the delivery of high quality apprenticeships and technical education in England.

Office for Students: non-executive board member reappointments and appointments

The Secretary of State for Education has reappointed Martin Coleman, Kate Lander and Katja Hall to the board of the Office for Students (OfS) as non-executive directors.

Martin Coleman and Kate Lander have been reappointed for 3 years from 1 July 2022. Katja Hall has been reappointed for 3 years from 1 January 2023.

The Secretary of State for Education has also appointed Dr Dayo Olukoshi, Dr Michael Spence and Mrs Rachel Houchen, to the board of the Office for Students (OfS) as non-executive directors.

Dayo Olukoshi and Rachel Houchen have been appointed from 16 March 2022 to 31 March 2025. Michael Spence has been appointed from 1 January 2023 to 31 December 2025.

Remuneration for all non-executive board members is £9,180 per annum for an estimated time commitment of 20 days per year.

These appointments and reappointments have been made under Schedule 1, paragraph 2(1)(d) of the Higher Education and Research Act 2017, which permits the appointment of up to 12 ordinary or non-executive OfS board members.

The OfS is a non-departmental public body. It is the independent regulator of higher education in England. It regulates in the interests of students and prospective students from all backgrounds.

Following the resignation of an OfS non-executive director, the Secretary of State for Education has decided to move Dr Michael Spence’s start date forward to 9 May 2022. Michael will have a revised end date of 31 May 2025.

The Secretary of State has also appointed Sir Martyn Oliver as a non-executive director of the OfS. Sir Martyn has been appointed from 1 January 2023 to 31 December 2025.

We have reappointed Dr Katherine Barclay, Dame Fiona Kendrick, Robin Millar CBE and Bev Robinson OBE as board members for the Institute for Apprenticeships and Technical Education (IfATE) from 1 April 2022 for a period of 3 years.

Remuneration is £15,000 per annum for an estimated time commitment of 24 days.

Ofqual: board members

Hywel Jones’ and Frances Wadsworth’s appointments as board members for the Office of Qualifications and Examinations Regulation (Ofqual) have been extended from 1 April 2022.

Hywel’s term has been extended for 3 months until 30 June 2022 and Frances’ term for 6 months to 30 September 2022.

Remuneration is £6,000 per annum for an estimated time commitment of 20 days.

Child Safeguarding Practice Review Panel: panellists

Jenny Coles and Stuart Gallimore have been appointed by exception to the Child Safeguarding Practice Review Panel. They will serve from 15 December 2021. Jenny Coles will serve for a period of 2 years, and Stuart Gallimore until the end of March 2022. In addition, Simon Bailey’s recent exceptional appointment has been extended and he will now serve for 2 years until 21 November 2023.

Sarah Elliot’s appointment to the panel has been extended to 30 June 2022.

The exceptional appointments and extension have been made to provide the panel with representation from the 3 statutory child safeguarding partners (local authority, police and health services) and provide capacity and expertise to support a demanding work programme.

Remuneration is £400 a day for a maximum time commitment of 84 days per year.

Further Education Commissioner: deputy commissioners

Frances Wadsworth, Meredydd David, Martin Sim, Andrew Tyley and Steve Hutchinson have been reappointed as Deputy Further Education Commissioners from 1 January 2022. Frances Wadsworth’s reappointment term will end on 30 April 2023. Meredydd David and Martin Sim’s terms will end on 31 August 2023. Andrew Tyley and Steve Hutchinson’s terms will end 30 September on 2023.

Nigel Duncan has had his appointment by exception extended for 6 months, to provide consistency for, and allow for completion of, ongoing projects. His appointment will end on 30 June 2022.

Remuneration is £700 per day for up to 200 days per year.

Child Safeguarding Practice Review Panel: panellist

Simon Bailey has been appointed by exception to the Child Safeguarding Practice Review Panel. This appointment has been made to provide the panel with representation from policing, as police are one of the statutory child safeguarding partners.

Simon will serve from 22 November 2021 for up to 12 months.

Social Work England: board members

Dr Adi Cooper OBE and Dr Sue Ross have been appointed to serve as non-executive directors on the board of Social Work England. Their appointments commenced on 4 October 2021 for a period of 3 years.

Mark Lam has also been reappointed as Board Member for Social Work England. His new term will commence on 11 January 2022 for a period of 2 years.

Remuneration for all board members is £350 a day for an estimated time commitment of up to 25 days.

Ofqual: Chief Regulator

Dr Jo Saxton has been appointed as Chief Regulator of the Office of Qualifications and Examinations Regulation (Ofqual). She will serve from 18 September 2021 for a period of 5 years.

Remuneration is £135,000 per annum, plus a £30,000 non-consolidated, non-pensionable allowance for travel and subsistence to and from Coventry. The role is full time.

Office for Students: ‘Student experience’ board member

The Secretary of State for Education has reappointed Martha Longdon to the board of the Office for Students (OfS) as a ‘student experience’ board member for 15 months from 1 October 2021 to 31 December 2022.

Remuneration for this position is £9,180 per annum for an estimated time commitment of 20 days.

The appointment is made under Schedule 1 of the Higher Education Act 2017, and in satisfaction of the requirement in paragraph 2(3) for the appointment of a board member with experience of representing or promoting the interests of students.

Martha is a PhD doctoral research student studying Biosciences at Nottingham Trent University. She has a lead responsibility for ensuring that the OfS board oversees the embedding of student engagement within the culture and structure of the organisation and chairing the OfS student panel.

The Secretary of State for Education and ministers in the Welsh government have appointed Susan Bradford, Karimullah Khan, Victoria Louise Smith and Abdul Elghedafi to serve as independent assessors for student finance appeals and complaints for 3 years from 1 September 2021.

They have also reappointed Nahied Asjad, Alison Miller Varey and Joanne Smith for a second term of 3 years from 1 September 2021.

A remuneration rate of £500 per day pro rata will apply for casework undertaken. The number of days casework can be undertaken is capped at 8 per month.

Independent assessors provide an independent review of appeals or complaints made to the Student Loans Company (SLC). SLC is a non-departmental public body of the Department for Education.

School Teachers’ Review Body: chair and board members

There have been new appointments and reappointments to the School Teachers’ Review Body (STRB).

Dr Mike Aldred has been appointed as Chair. Remuneration is £350 a day for a time commitment of approximately 30 days a year.

Claire Tunbridge and Mark Cornelius have been appointed as Board Members. Harriet Kemp and Dr Andrew Waller have been reappointed as Board Members. Remuneration is £300 a day for a time commitment of 25 days a year.

All will serve for 3 years from 1 September 2021.

The STRB makes recommendations on the pay, professional duties and working time of school teachers in England. The STRB reports to the Secretary of State for Education and the Prime Minister. It is an advisory non-departmental public body, sponsored by the Department for Education.

Engineering Construction Industry Training Board (ECITB): chair

The Secretary of State for Education has reappointed Lynda Armstrong as chair of the Engineering Construction Industry Training Board (ECITB) for a period of 4 years, from 1 January 2022.

The remuneration for the role is £30,000 per annum for a time commitment of up to 84 days per year.

Lynda has declared a conflict of interest. She is a non-executive director of Ørsted. She hasn’t declared any political activity.

The ECITB is an executive non-departmental public body, sponsored by the Department for Education.

Child Safeguarding Practice Review: panel members

Karen Manners QPM, Sarah Elliott, Mark Gurrey, Dr Peter Sidebotham, Dale Simon CBE, Dr Susan Tranter have had their appointments as members of the Child Safeguarding Practice Review Panel (CSPRP) extended for 6 months from 15 May 2021.

Remuneration is £400 per day for an estimated time commitment of up to 7 days a month.

Peter Sidebotham is a trustee of the Association of Child Protection Professionals.

Susan Tranter is Chief Executive of Edmonton Academy Trust and a trustee of the Orchestra of the Age of Enlightenment. Susan Tranter’s husband, Ian Ferguson, CBE, is a Non-Executive Director of the Department for Education and chair of the Audit and Risk Committee for the Department for Education.

Mark Gurrey is a trustee of the Family Rights Group.

Other members have not declared any interests.

The CSPRP is an independent panel commissioning reviews of serious child safeguarding cases. The panel meets regularly to decide whether to commission national reviews of child safeguarding cases notified to it. The panel’s decisions are based on the possibility of identifying improvements from cases which it views as complex or of national importance.

Ofsted - Her Majesty’s Chief Inspector: Amanda Spielman

Amanda Spielman’s 5-year term as Her Majesty’s Chief Inspector for Education, Children’s Services and Skills will end on 31 December 2021. Amanda Spielman has been reappointed from 1 January 2022 for a further 2 years.

This is a full time role and remuneration is £189,145 a year.

Amanda Spielman has not declared any political activity.

The Office for Standards in Education, Children’s Services and Skills inspects services providing education and skills for learners of all ages. They also inspect and regulate services that care for children and young people. The appointment is made by Her Majesty The Queen.

Student finance appeals and complaints: independent assessors

The Secretary of State for Education has reappointed Jonathan Willis, Peter Wrench, Michaela Jones and Naseem Malik to serve third terms as independent assessors for student finance appeals and complaints from 1 May 2021. Each of the reappointments is for three years.

A remuneration rate of £500 per day pro rata will apply for casework undertaken.

LocatED: Chair
